Robert Harris Chapman was born in Port Elgin, NB, in 1903. He graduated from school at the age of 15 and from the New Brunswick Provincial Normal School in 1919. In 1923 he received a BA from Mt. Allison University. In 1930 he received a MA degree from the same institution. In 1947 he was awarded an MA from Columbia University. He served as principal in the Middle Sackville High School, the Hartland High School and the Sackville High School. In 1935 he was appointed county superintendent of schools for the counties of Westmorland and Albert, a position he held until he was appointed provincial Director of Teacher Training in 1953.
